Waste Investigations Support & Enforcement Ltd (WISE) was established in 2020 and has since partnered with over forty local authorities across the UK, delivering bespoke Environmental Enforcement and Anti-Social Behaviour (ASB) Enforcement Services. Our leadership team boasts over 40 years of combined experience, having worked with over 100 local authorities since 2010. Through these years, they have gained invaluable industry insights, learning what works and what doesn’t, and implementing innovative approaches using cutting-edge technology, advanced delivery methodologies, and sophisticated management systems.
At WISE, our philosophy is to lead from the front. Even though our leadership team holds strategic leadership positions within the industry, they have always prioritised hands-on practice. They are deeply involved in developing enforcement procedures, training officers, and leading investigations and enforcement actions against environmental crimes and ASB.
Our overarching aim is to become an integral partner to local authorities across the UK. We strive to educate the community, deliver professional services, and deter environmental crime, contributing to a noticeable reduction in anti-social behaviour, street litter, dog fouling, and illegal dumping through daily intelligence-led patrols from out environmental enforcement officers.
We seek partnerships with local authorities that lack the resources to investigate public complaints and enforce against environmental crime or wish to enhance their current internal teams by leveraging WISE’s expertise, resources, and technology.

John Dunne
Managing Director
John has been at the forefront of the Environmental Enforcement Industry since 2010, driving impactful change by collaborating with over 85 councils across the UK to implement a highly effective, proven cost-neutral enforcement model.
His distinguished background includes service as a Royal Military Policeman, where he excelled in the Special Investigation Branch (SIB), Unit Investigation Element (UIE), and General Police Duties (GPD). John’s unique blend of military precision and industry expertise positions him as a formidable leader, dedicated to advancing environmental enforcement standards nationwide.
Colin Buchanan
Operational Support Director
Colin leads the Operational Support Team at WISE with unmatched expertise, having been a pivotal figure in the Environmental Crime Industry since 2015. His strategic support has been instrumental in the back-end operations of over 60 UK councils.
As a recognised subject matter expert, Colin excels in the processing of fixed penalty notices and prosecution management processes. He serves as the indispensable point of contact for all back-office administration, case management system, and prosecution management issues. Colin’s specialisation in setting up the Single Justice Procedure and formal trial prosecution processes further underscores his critical role in ensuring seamless and efficient operations.
Warren Hodgson
Operations Director (North)
Warren brings over 25 years of unparalleled management experience to the Environmental Crime Industry, where he has been leading teams since 2014. As a subject matter expert, he has successfully partnered with over 60 councils across the UK, demonstrating exceptional leadership and expertise.
Warren’s vast experience in managing the delivery of environmental enforcement services on some of WISE’s most prestigious contracts makes him exceptionally qualified to oversee operations in the North of the UK. His commitment to excellence extends to recruitment and training, ensuring that his teams are not only well-prepared but also highly skilled and capable of delivering outstanding results.
Daniel Edwards
Operations Director (South)
Daniel has been at the forefront of the Environmental Enforcement and ASB Industry since 2009. With over 14 years of experience, he has become a distinguished subject matter expert, forging strong partnerships with local authorities and key stakeholders. His extensive knowledge spans collaborative working, anti-social behaviour, and environmental enforcement officer operations.
Daniel is a dynamic and accomplished leader with a remarkable track record of success across his diverse portfolio of clients. His exceptional senior-level leadership is evident daily, earning him high respect and admiration from both colleagues and clients. In 2022, Daniel orchestrated and led several high-profile ASB operations, including the prestigious Commonwealth Games 2022 in Birmingham, showcasing his unparalleled expertise and commitment to excellence.

Our Operations and Customer Support Team, located at our National Support Centre in St Helens, is dedicated to delivering expert administrative support for all of our local authority contracts. This team, operating from 07:00 to 19:00, seven days a week, is comprised of highly experienced Administrators proficient in managing the entire Fixed Penalty Notice (FPN) process remotely using our bespoke, industry-leading technology.
